Safety register

Compulsory document for institutions dealing with public, irrespective of its type and category

The safety register constitutes the legal and criminal protection of the chief of the institution.

This document is regulated by the article R123-51 of the building and habitatinoal code.

The main function of the safety register is to provide the memorandum of the instutition  It provides the ID card as well as the safety monitoring of the institutionin its lifetime. (extracted from « Safety Against »)

Regarding the institutions dealing with public, the fire safety is related to the safety regulation approved by the decree of June 25th, 1980, modified and appended to the Building and Habitational code. The chief, in his capacity of operator, has to update the safety register recording the information essentials to the proper functioning of the institution, in conformity with the article 123-51,.

It includes :

The aide-memoire :

The useful adresses and necessary phone numbers are registered and frequently updated.

 

– the condition of the employees in charge of the fire safety

– the various, general or specific, instructions established in case of a fire.

– the dates of various inspections, checking, as well as the observations that has been raised

– the dates of transformation and alteration work, their nature, the names of the entrepreneur(s) and, if necessary, of the architect or technician in charge of supervising the work.

– the evacuation protocol for the persons in situation of disability (motor, visual, hearing disabilities, leg in a cast…)

 

In any case, the immediate evacuation remains the main rule for the individuals able to get out of the building on their own or with any human help available at the moment.

However, when that is impossible, the new regulation (article GN8 of the safety regulation against fire) includes a deferred evacuation. The protocol identifies the measures ensuring the safety of the individual : a selected place for the deferred evacuation (that place must be pointed out) and the employees in charge of accompanying the individual during the entire period of evacuation.

When there is no secured waiting area, it is recommended to take advices from the municipality and safety commission that are supposed to approve the device.

Those measures must be accompanied by explicit and reliable evacuation instructions intended to make the student feel confident (the parents must be informed.)

The register must be at the disposal of the safety commission.

Employees training

Our design firm provides a training adapted to each type of institution and exploitation. It allows us to support the responsibility of the Chief of the institution towards his employees.

The employees will have to attend a theorical and a practical training in order to master the basic actions in case of a fire or any incident.

Here is an example of how the training can be organized :

 

 

  • 1 Theory :

 

*Regulatory reminder (institution receiving public).

*Fire safety and tools fundamental elements.

*Questionnaire

*Fire Safety System.

*Fire extinguisher (theory and types)

*Institution’s cut-off member

*General and specific instructions relative to the institution’s condition.

*Removal of hesitation.

 

 

  • 2 Practice :

 

*Rescuing and safing scenario.

*Reception of the paramedics and way to proceed

*Manipulation and implementation of the fire safety system.

*Fire extinguisher implementation

*Removal of hesitation

*Alert, alarm and gathering place

 

 

  • 2 Duration :

 

*3 sessions of 4 hours each.

 

 

  • 3 Trainer :

 

  • Theorical
  • Practical including a ride-along and performing of manipulations on fire safety system, fire extinguishers, alarms , alerts and reception of the paramedics.

 

Option :

If the operator desires it, our company is able to draw up specific and general instructions adapted to the institution’s conditions.

We are as well able to interfere in the training regarding the evacuations, delayed or assisted by human, of people with disabilities and establish specific instructions.

 

Single body responsible for the safety

The mission aims at assisting the contracting authority of an institution that is not isolated in conformity with the regulation.

The division of institutions in different parts ruled by the article R123-18 of the Building and hHabitational Code, is not opposed to the existence, within a same building, of various institutions from different or similar types, that, considered alone, would not fit the implementation and isolation conditions provided by the safety regulation. However, this grouping must be authorized only if the institutions is under the direction of a single chief, responsible to the public authorities of the requests for authorization and the compliance to the safety conditions for the whole institution as for each of its parts.

This grouping must be submitted to a special examination from the Safety Commission, that, depending on the category, type and situation of each parts of the grouping, will identify the dangers that the whole institution represents to its public and will propose the safety measures needed.

Any change in the Management’s organisation, wether it involves a breaking-up of the institution or not, must be subject to a declaration to the mayor, who imposes, with the views of the safety commission, the complementary measures eventually rendered necessary by the modifications resulting from this new situation.

  • The possible problems to the owners ;
  • The difficulties encountered to the administration

 

MONITORING CONTROL :

There are numerous controls that include for example :

  • the safety service
  • the maintenance, the verifications ;
  • the periodical exercises;
  • the work;
  • etc…
