Compulsory document for institutions dealing with public, irrespective of its type and category

The safety register constitutes the legal and criminal protection of the chief of the institution.

This document is regulated by the article R123-51 of the building and habitatinoal code.

The main function of the safety register is to provide the memorandum of the instutition  It provides the ID card as well as the safety monitoring of the institutionin its lifetime. (extracted from « Safety Against »)

Regarding the institutions dealing with public, the fire safety is related to the safety regulation approved by the decree of June 25th, 1980, modified and appended to the Building and Habitational code. The chief, in his capacity of operator, has to update the safety register recording the information essentials to the proper functioning of the institution, in conformity with the article 123-51,.

It includes :

The aide-memoire :

The useful adresses and necessary phone numbers are registered and frequently updated.

 

– the condition of the employees in charge of the fire safety

– the various, general or specific, instructions established in case of a fire.

– the dates of various inspections, checking, as well as the observations that has been raised

– the dates of transformation and alteration work, their nature, the names of the entrepreneur(s) and, if necessary, of the architect or technician in charge of supervising the work.

– the evacuation protocol for the persons in situation of disability (motor, visual, hearing disabilities, leg in a cast…)

 

In any case, the immediate evacuation remains the main rule for the individuals able to get out of the building on their own or with any human help available at the moment.

However, when that is impossible, the new regulation (article GN8 of the safety regulation against fire) includes a deferred evacuation. The protocol identifies the measures ensuring the safety of the individual : a selected place for the deferred evacuation (that place must be pointed out) and the employees in charge of accompanying the individual during the entire period of evacuation.

When there is no secured waiting area, it is recommended to take advices from the municipality and safety commission that are supposed to approve the device.

Those measures must be accompanied by explicit and reliable evacuation instructions intended to make the student feel confident (the parents must be informed.)

The register must be at the disposal of the safety commission.

Audit of mechanical smoke extraction installations

The mission provided by the design firm Alliance Prévention Incendie allows, in addition to the compulsory periodic verifications (annual by an expert technician and triennial by a recognised organisation) to inform the operator regarding the general operating condition of his mechanical smoke extraction installation.

This mission applies to all the operators having mechanical smoke extraction installations (natural/mechanical and/or mechanical/mechanical) wether it is controlled or not by a fire safety system of category A or B.

The aim of that audit is to inform the operator of the general operating condition of his smoke extraction installation. That audit can also be used as a basis for work in case of a renovation and/or improvement of the smoke extraction and fire safety system.

That mission includes:

  1. Analysis of the whole of the documents available online (plans, calculation etc..)
  1. Analysis of the conformity of the smoke extraction installations with the regulation in force on the day of the visit.

 

  1. Verification of the overall functioning of the smoke extraction installation’s (automatic and manual control, deferral of disturbance informations, etc…)

 

  1. In-situ verification of all of the elements contributing to the smoke extraction proper functioning (shutter, hatch, etc…) ;

 

  1. Comprehensive measures on all speed of air passage and on flow rates etc…

 

  1. Deferral of all the measures in a summary table that allows a comparison with flow rates references.

 

  1. Comparison of the results obtained with the regulatory references supplied by the IT246 in case the flow rates references would not be provided.

 

Fire audits or diagnosis

This mission provided by our design firm is a fundamental step in order to assess the safety level of an institution already existing or about to be acquired.

It allows to establish an inventory in compliance to the applicable regulation during the visit of the accessible and visible sections.

Warning : it is advisable to have the seller’s agreement before scheduling an appointment.

To check the classification and the type(s) based on the available activities.

To check the safety commission’s last report.

To check the content of the fire safety register and its ongoing maintenance contracts.

 

During the implementation of those missions, you will be given a report including the regulatory articles and an approximative assessment of the construction work to achieve.

This mission prevents you from having unpleasant surprises when you acquire an institution.

 

Warning : these documents do not replace nor substitute the drawing up of a fire safety instruction or of a fire safety improvement study.

Fire safety systems coordination

Made compulsory by the regulation of June 25th, 1980 article MS 53 § 2 as well as the standards NFS 61-931, NFS 61-932 and NFS 61-970, the ‘Fire Safety Systems Coordination’ mission aims at ensuring the continuity of your installation at every step : during its implementation or its replacement, during its modifications or extensions.

 

The Fire Safety Coordination consists in ensuring the institution’s responsible that his installation is :

  • In conformity with the standards and regulation in force.
  • Properly made.
  • Provided with its identity file

 

It includes the achievement of the following listed tasks :

  • Conceptual phase
  • Construction phase
  • Approval phase

 

Aim of the mission :

  • Defining the type of aircraft depending on the classification and type of institution.
  • Establishing a functional product specification.
  • Defining the rescuing and safing scenario.
  • Establishing the correlation chart
  • Establishing the chart between zones
  • Achieving the zoning plans
  • Analysing the offers of various companies.
  • Establishing a schedule.
  • Scheduling some project meetings.
  • Carrying out some unannounced visits of the site.
  • Establishing reports of the visits and technical advices.
  • Confirming the answers to the issues encountered on the site.
  • Receiving the installation in the presence of the installer and the approved inspection body that has been chosen by the operator.
  • Establishing a report of the reception.
  • Attending the safety commission.

Study of accessibility for people in situation of disabilities (Ad’Ap)

This mission includes the accessibility project’s feasibility with an integrated audit allowing us to define an approach consistent with the whole of the activities that you provide.

The aim of the accessibility mission ‘ADAP’ is to provide you :

  • Our experience and the whole of our knowledge of standards and regulations in force.
  • To take into account the financial and technical constraints.
  • To find the more appropriate solutions for your institution.
  • The assessment of your needs.
  • To enable you to make your institution accessible to all kinds of disabilities as much as possible.
  • To respect the chain displacement based on the decree in force (already existing or new)

The mission aims at advising you in terms of technical solutions possible and conceivable for your institution to be in conformity with the accessibility regulation.

In case all solutions are used up, you will be offered at least one derogating measures with alternative measures.

Specification :

It is impossible, according to the modified law of February 1st, 2005, to derogate from all of disabilities.

Employees training

Our design firm provides a training adapted to each type of institution and exploitation. It allows us to support the responsibility of the Chief of the institution towards his employees.

The employees will have to attend a theorical and a practical training in order to master the basic actions in case of a fire or any incident.

  • Practical including a ride-along and performing of manipulations on fire safety system, fire extinguishers, alarms , alerts and reception of the paramedics.

 

Option :

If the operator desires it, our company is able to draw up specific and general instructions adapted to the institution’s conditions.

We are as well able to interfere in the training regarding the evacuations, delayed or assisted by human, of people with disabilities and establish specific instructions.

 

Accessibility instruction

The mission aims at assisting you, the contracting authority or your architect in the drawing up of the regulatory document.

This mission includes the description of the institution and its project.

  • The drawing up of the accessibility instruction for people in a situation of disability.
  • The drawing up of the derogation(s) after having used up the whole of the situations (only for existing building) Warning : there is no derogation possible for new buildings.
  • The more appropriate solutions for your institution.
  • To comply with the displacement chain depending on the decree in force. (existing or new)

 

We study and elaborate the technical documents necessary to the deposit of your file while adapting the regulation to your institution and taking into account your financial constraints.

Blueprint

This mission complies with the rules for safety regulation of specific provisions.

This mission can extend to every type of institution dealing with public such as a nursing home, a hospital center, a clinic and more. That his done upon request to the safety commission or to the chief of the institution.

The implementation of fire safety through a blueprint combined with various scenarios and fact sheets including the reflexes in case of the triggering of a fire or an alarm and the confirmation of a disaster.

This mission includes

  • Assistance to the chief of the institution
  • Regulatory framework, Category, Type.
  • Compliance to the decree of December, 10th 2004
  • An analysis of the functioning of various services.
  • Analysis of the sort of staff on site depending on the schedule
  • Establishment of written procedures defining the role of each employee in case of a fire.
  • Establishment and updating of the general and specific fire instructions.
  • The responsibility to inform employees of directions.
  • Definition of a role/mission for each individual.
  • Creation of a document for each scenario.
  • Presentation of the organization diagram for safety to the prevention branch involved.
  • Update of the safety register for the theme at play.
  • The employees involved will undergo a training.

Single body responsible for the safety

The mission aims at assisting the contracting authority of an institution that is not isolated in conformity with the regulation.

The division of institutions in different parts ruled by the article R123-18 of the Building and hHabitational Code, is not opposed to the existence, within a same building, of various institutions from different or similar types, that, considered alone, would not fit the implementation and isolation conditions provided by the safety regulation. However, this grouping must be authorized only if the institutions is under the direction of a single chief, responsible to the public authorities of the requests for authorization and the compliance to the safety conditions for the whole institution as for each of its parts.

This grouping must be submitted to a special examination from the Safety Commission, that, depending on the category, type and situation of each parts of the grouping, will identify the dangers that the whole institution represents to its public and will propose the safety measures needed.

Any change in the Management’s organisation, wether it involves a breaking-up of the institution or not, must be subject to a declaration to the mayor, who imposes, with the views of the safety commission, the complementary measures eventually rendered necessary by the modifications resulting from this new situation.

INFORMATION MISSION :

The RUS reports :

  • Their obligations to the operators ;

  • The difficulties encountered to the administration

 

MONITORING CONTROL :

There are numerous controls that include for example :

  • the safety service
  • the maintenance, the verifications ;
  • the periodical exercises;
  • the work;
  • etc…

 

Habitational instruction

The mission aims at assisting the contracting authority or your architect in the drawing up of the regulatory document.

This mission includes the institution and project’s description.

 

The aim of the mission ‘Habitational Instruction’ is to assist you in the drawing up of the regulatory document pursuant to the Decree of January 31th, 1986 :

  • Our experience and the whole of our knowledge of standards and regulations in force.
  • The more appropriate solutions for your institution.
  • The consideration of your technical exploiting constraints.
  • The assessment of your needs.

We study and elaborate the technical documents necessary to the file deposit while adaptating the regulation to your institution and taking into account your financial constraints.

This document is submitted to the administrative authority et to the Safety Commission’s opinion.
